Children from a public school in the Brownsville neighborhood of New York City's Brooklyn borough and officers from the New York City Police Department did the mannequin challenge to call for an end to bullying.
According to the New York Daily News, the students are from PS/IS 323, and the officers from Patrol Borough Brooklyn North.

The video of the mannequin challenge, which was tweeted by Brooklyn North, begins with students frozen in place appearing to tease one another. As time goes on, it gets more serious, with body-shaming, and then abusive texts that end up involving the police.
By the end of the video, you see students holding signs against bullying, with the last sign reading, "Different is good."
The commanding officer of Patrol Borough Brooklyn North, Assistant Chief Jeffrey Maddrey, tweeted, "Take a stand with us, cops and kids alike, with a pledge to combat bullying and never stay silent."
